Nigeria's blue economy — spanning fisheries, maritime trade, offshore energy, and coastal tourism — is one of Africa's most under-leveraged sectors. Yet young Nigerians, who make up over 70% of the population, have been structurally excluded from its development. The BEYA Policy Brief makes the evidence-backed case for institutional youth representation in the newly established Ministry of Marine and Blue Economy, proposing a youth fellowship track, legislative reforms, and a subnational adaptation framework that state governments can adopt independently of federal action.

What BEYA Delivered

Three outputs. One clear goal.

Blue Economy Youth Fellowship
15 young professionals trained in policy advocacy, blue economy frameworks, and practical maritime skills — the cohort that co-developed the brief's recommendations.
Policy Brief
A peer-reviewed, 30-page policy brief with legislative and institutional recommendations — formally submitted to the Ministry of Marine and Blue Economy at the national level.
Subnational Advocacy
Recommendations adapted and submitted to state governments, ensuring the brief's framework could be adopted at a subnational level independently of federal timelines.

We Took It to the Presidency.

The BEYA team secured a direct engagement with the Office of the President, presenting the case for meaningful youth participation in Nigeria's Blue Economy policy framework. Nigeria Youth Futures Fund and 9 other organisations amplified this engagement — reaching 2,951 people on social media alone.
